I would like to make a custom magento Theme for me because no theme from the magento repository match my needs exactly.
I know the basics of HTML css. But I am new to Magento.

Please suggest me some tools or any editor better suitable for Magento.

You can try Notepad++ if you want to manually code the theme. Otherwise you can try a magento theme design software like TemplateToaster.

Compared with other opensouce applications, Magento theming is a bit tough as Magento is build on MVC architecture. Basic knowledge in HTML is OK if the theming involves only change of icons, colors etc. But rearranging the blocks etc requires knowledge in MVC architecture.
