    Moves toward Empower Union CSS, Javascript in Magento 2:
    Login to administrator board.
    Go to Stores > Settings > Design.
    From the left board, extend the High level tab and select the Designer choice.
    Empower Consolidation CSS in Magento 2: Extend CSS Settings.
    Empower Javascript in Magento 2:
    Save setup.
