HTTPS over HTTP was finally declared as one of the actual SEO ranking factors back in 2014. But, as many have stated, it's a relatively low ranking element and if it came down to TWO websites that were identical in all other aspects, then sure, the one with a validated SSL certificate would win. But, how often does that happen?
If you don't sell or use private information on your website, why would you run out and purchase an SSL cert? It's not feasible in my opinion.

While converting to HTTPS may not increase your ranking much directly at the moment, almost all experts recommend it as part of an overall SEO strategy.
