The feature countdown time can be set up in backend by admin for "View Cart" button or "Continue Shopping" button. Both of these buttons are located in popup that provides confirmation for products added to cart. So countdown time is set for one of the buttons then after an amount of time, the popup will proceed the function of that button.
Then according to your question, if countdown time is set for "View Cart" button, for example 10s, then after 10s, customers will be directed to shopping cart page for checkout process. The countdown time feature will create a sense of urgency for customer and urge them to proceed to checkout faster, which can contribute to conversion rate increase.
