Create discount with same priorities

I have created a two shopping cart price rules with same priories. Both discounts are applies to same product. But first discount is applied from cart total. Second discount is applied from balance amount. Is it possible to apply the second discount from the cart total instead of balance amount.

This functionality is default served by Magento. Shopping cart price rule always apply on cart total. For your requirement, you need to add custom code which can result in conflict with other store functionality and extensions. I would suggest you not to try this.
