Vat id in BIlling adress

Hi friends

I´ve updated magento from 1.4 to 1.9 version. The case is that after update, the vat id that was in the Account information did not appears in the invoices,it appears that it has to be set in billing adress to appear in invoice.

There is a way to populate the vat id field in billing adress with the vat id field from account information, automatically?

or, there is a way to make appear the vat id fomr the account info in the invoice?

This can be enabled via admin panel

Stores> Configuration > Customer Configuration> Name and Address Options> Show Tax/VAT Number

The possible options are:
1, No
2, Optional
3, Required
