Cloaking is a search engine optimization (SEO) technique in which the content presented to the search engine spider is different from that presented to the user's browser. This is done by delivering content based on the IP addresses or the User-Agent HTTP header of the user requesting the page. When a user is identified as a search engine spider, a server-side script delivers a different version of the web page, one that contains content not present on the visible page, or that is present but not searchable. The purpose of cloaking is sometimes to deceive search engines so they display the page when it would not otherwise be displayed (black hat SEO). However, it can also be a functional (though antiquated) technique for informing search engines of content they would not otherwise be able to locate because it is embedded in non-textual containers such as video or certain Adobe Flash components. As of 2006, better methods of accessibility, including progressive enhancement, are available, so cloaking is no longer considered necessary by its proponents.

It is not "clocking" it is "cloaking". cloaking is a website that returns a different webpages to search engines crawling the site. In other words, a human reading the site would see different content or information than the Googlebot or other search engine robot reading the site. This type of method is performed to rank their pages well in search engines. This is one of the black hat SEO method.

Depending on the specific case . So depending on how : First , if you use it for evil purposes , the Long live your site depends on the time the report was cloaking , pages may have lived three years there have chips sites penalty was right after a few week . If you aim for 2 light on then you probably will not be punished even if you get the report , however we can not be sure for all cases

That is essentially it, when you are serving different pages to the spiders and bots than you are to real users. Though it often goes further than that. Cloaking scripts would typically generate hundreds of thousands (if not millions) of fake pages on the fly which would then redirect back to one of your real pages for real users. However for bots, it would trick them into thinking your site was enormous, and loaded with pages about all sorts of keywords related to your niche.
