Using product special price in place of regular price

Hi to everybody, I am new to this forum and this is my first post.

Magento by default uses the lowest price between special price (if present) and regular price after applying catalog price rules... Catalog price rules are NOT applied to special price but only to the regular one...

I would like to use product special price (if present) in place of regulare price as the "base price", and then use it in catalog price rules.

Do you know a way to do that?
