Why is Checkout as Guest no longer available

Hi,

For some bizarre reason, Checkout as Guest no longer available in a store I am working ion (Magento 1.7). I have Googled answers and tried a the suggestions but nothing has worked.

1. System > Configuration > Sales > Checkout: Allow Guest Checkout=Yes
2. There are no downloadable products
3. Toggling Persistent cooking off/on has no affect.

What sorcery has overcome the store to hide this option?
