There are a few rules to keep in mind when you’re trying to get a custom URL. If you’re having trouble, make sure:
1 - You have ten or more followers (people who have added you to their circles)
2 - Your account is at least 30 days old
3 - Your profile has a profile photo
4 - Your account is in good standing
I think you can only change it if you are able to verify your account using your personal mobile number.
They will send you a code and you'll need to enter that code on your google+ account in order for you to change your name.
To change G+ name do the following steps:
1) Sign in to Account.
2) In the "Personal info & privacy" section, select Your personal info.
3) Choose the information you want to edit and follow the instructions.
1. On your computer, go to aboutme.google.com.
2. In the top right, select the Google+ account which you want to remove the custom URL for.
3. Next to "Sites," click Edit.
4. Next to the custom URL you want to remove, click Delete

Go to the information section by clicking or tapping About.
To make changes to a section, click or tap Edit.

If there is a custom URL available for your account, you will see a banner below your name on your Plus profile. Click the link in the banner. You'll see the custom URLs you can choose from. Next to “I agree with Terms of Service,” click the check box. Click Change URL.

I think you forgot that G+ is discontinued
