    It is unethical for an SEO to use black hat SEO on behalf of an unknowing client.

    But in terms of ethics, we have to remember that we are discussing Googles guidelines, not the rules of a deity.

    It depends on what you call a blackhat SEO, but most blackhat techniques are aimed at driving more traffic, hiding things from search engines, and increasing rankings. If done correctly, blackhat strategy might work, until it gets discovered either by search robots or assessors. Sometimes it will for a couple of days, sometimes for months.

    Yes, in fact, the black hat SEO is unethical. It does a lot of damage to our site permanent or temporary. It depends on google.
