I think you should check DA instead of PR while counting link. When disavow link I always check the url and when some strange links come up, I will find how it worth to retain or disavow.

only use this tool if your website is overly optimized, means if you have build too many links in very short time than it is vital to use this tool and disavow that bad links.

The sites which are not high-quality site the back links should be removed or submit into disavow tool. Therefore, instead of looking at PR, look at the DA. If DA is good then no need to put these links to disavow tool. You have to check all back links of the website.

It doesn't make any sense to disavow removed link, 404, not found or site changed where you didn't find your link what you had priviously created. You should check below important thing while disavowing any link.

    1. If site is not relevant
    2. Low DA or PR
    3. Lack of content
    4. Bunch of all category links

The URLs, which are giving 404 error, will be removed from the Backlink of a website. As Google will keep crawling those URL(backlink of your website)and will not come across your website link, those link will be slowly slowly removed. So their is no need to disavow those links.

Only low quality backlinks, and backlinks from a website which are spammed need to be disavowed.

Make sure you have your list of bad backlinks ready. Then head to the Disavow Tool at https://www.google.com/webmasters/to...vow-links-main. Select the site you want to use and click “Disavow Links.”
