Add Canonical tag in index.php page referring to the home page. Canonical tag is added in the duplicate page, referring to the original page. If you want your index page to rank over home page, than you can add canonical tag in home page referring back to index.php page.

The rel=canonical element, often called the “canonical link”, is an HTML element that helps webmasters prevent duplicate content issues. It does this by specifying the “canonical URL”, the “preferred” version of a web page. Using it well improves a site's SEO.

If you set your preferred domain as https://example.com , Google treats similar URLs or pages on www.example.com as duplicates of pages on example.com . You can use a <link> tag in the page header to indicate when a page is a duplicate of another page. Add any hreflang or other redirects appropriate for the page.

A canonical tag (aka "rel canonical") is a way of telling search engines that a specific URL represents the master copy of a page. Using the canonical tag prevents problems caused by identical or "duplicate" content appearing on multiple URLs.
