I partially agree with your opinion and don't agree with some of your mentioned point. Google yes earlier used to consider Meta Keywords, but now it is not helping at any manner. But you can't say Meta Description is not helping to improve your website ranking, it does contributes to improve the website ranking.

It also helps to increase the website traffic. Therefore it is said to write effective meta description.
