Steps to create an admin theme in Magneto 2: Set the Magneto into developer mode. Refer here for the steps. Create a theme directory. Create registration in app\design\admin html\[Namespace]\[theme name] and add following code: Add magneto-icon.svg in app\design\admin html\[Namespace]\[theme name]\web\images folder.
