Best way to handle this confusing product situation?

Im really struggling to decide on the best way to handle this. Im selling uniforms but for each uniform there may be totally different customization options but they all order the same SKU

For example: I have a product "G-100" with multiple sizes. This product is in 20 categories (states) for each category it needs completely different dropdown options for "patches" that will go on the shirt.

How can I have 20 copies of the same SKU with different options available on each one?
