I don't think that's the problem. Because when I refresh it then both show up again.
Oh, it turns out I'm not the only one who experiences problems with USPS web services. Sometimes I give up and look for the information I need on other resources. For instance, I search for US zip codes here https://worldpostalcode.com/united-states/ which I find quite handy.
