We have a site currently running Magento Enterprise V1.12.0.1. We would like to upgrade this to the latest version V1.14.0.1. Do we need to upgrade to version 1.13 first, or can we go straight to V1.14?

You can go straight to V1.14, but what is the main reason why you want to upgrade to V1.14? Almost magento sites will not upgrade since they usually meet the problems with old extensions and theme.
