The most noticeable difference is that Magento 2.3 Page Builder default is only available in Magento Commerce (currently Magento Commerce 2.3.1). It’s automatically installed as part of this edition so you don’t need to do anything else.
Meanwhile, other page builders from Magento extension providers are basically compatible with both Community and Commerce edition. You need to download and install these builder extensions on your websites.
